San Diego Grand Jury Calls for Overhaul of Parking Management
San Diego’s County Grand Jury has recommended significant changes to the city’s parking management system in a new report, advocating for the disbandment of nonprofit groups governing city parking districts. The 16-page document urges improved signage at pay-station parking spots and private lots, highlighting concerns about current revenue management practices.
As parking policies evolve, the City Council recently doubled meter rates, and Mayor Todd Gloria is considering ending free Sunday parking and imposing charges in Balboa Park and at beaches. The aim is to address a projected budget deficit, with officials indicating that parking meter revenues must be allocated to traffic-related expenses only.
The Grand Jury found that local community parking districts create unnecessary bureaucracy, failing to meet transparency standards and overspending on administrative costs rather than community projects. They propose transferring advisory responsibilities to volunteer neighborhood organizations.
Additionally, the report stresses that many pay stations lack sufficient signage, leading to confusion for drivers. This is compounded by unclear payment options at meters, which accept various forms of payment including coins and mobile apps. Similarly, private lots often lack clear pricing information, complicating driver decisions.
Concerns were also raised about Petco Park’s agreement allowing it to bypass the city’s requirement for “no parking” signs ahead of special events, leaving drivers unaware of potential violations.
City officials acknowledged the report but stated they would respond within 90 days. They confirmed plans for a comprehensive parking policy package that could address several of the report’s concerns, including improved revenue transparency.
A proposal to the City Council is anticipated in the coming months, aiming to enhance the efficiency and clarity of San Diego’s parking system.
