Los Angeles City Council Proposes Microchipping Pilot Amid Concerns Over Animal Services Budget
On April 30, the Los Angeles City Council approved a plan to explore a pilot program aimed at increasing microchipping among pet owners. The unanimous vote follows concerns about proposed budget cuts that could reduce the Department of Animal Services by one-third and close three animal shelters.
Introduced by Councilmember Monica Rodriguez and backed by Councilmember Bob Blumenfield, the initiative seeks to create a one-year pilot program that will educate pet owners about microchipping for dogs, cats, rabbits, and even horses. Plans include citywide microchipping events and partnerships with local organizations to facilitate the process. Advocates argue that increased microchipping could enhance “return-to-owner” rates and alleviate shelter overcrowding.
Despite support for the microchipping initiative, the city’s proposed $13.9 billion budget raises alarms over the future of animal services. Interim General Manager Annette Ramirez warned that cuts could force closures of pivotal shelters. Mayor Karen Bass has since reassured citizens that her budget includes funding to keep all shelters operational, but advocates remain concerned about the overall sufficiency of resources. Ongoing discussions about the budget will culminate in a vote by early June.
